Dear Russell Edmunds,

Would you please refer to Kirkness'

letter to Moberly of the 22nd November, 1949

about the provision to be made for Hong Kong

in the 1950/51 C. & M.E.S. Vote in which

reference was made to the grant of £250,000

promised to Hong Kong for the University in

the 1948 Financial Settlement. As you know,

£150,000 of this £250,000 was provided in

the 1949/50 Estimates but in the event the

money was not needed during that financial

year. I understand that the sum of

£150,000 has been re-voted for 1950/51.

Further developments in connection

with the University since Kirkness wrote

have been that two representatives of the

Inter-University Council for Higher

Education in the Colonies visited Hong Kong

University in April and on their return

presented a report to the Council setting

out what financial assistance was in their

view needed if the University was to be

able to undertake

necessary

rehabilitation and development work.

The

Report, which was adopted by the Inter-

University Council contained, inter alia,
